SUMMARY STATEMENT:

Planning Department staff received temporary land use permit application 23-03 from Pulseline Adventure, LLC for use of a 7,500 square foot portion of public parking lot immediately adjacent to North Harbor Drive for staging of a music event. The event was scheduled to take place April 14, 2023 (see attached application.)

Police Chief Bart Hinkle, Capital Facilities Director & Assistant City Manager Nathan Duval, Interim Public Works Director Joe Russell, and Ports and Harbors Director Jeremy Talbot were solicited for comments on the application and had no objections.

Fees for temporary land use permits of this type were established by City Council with Resolution #12-36 which states that “for permits not exceeding two acres in size, and for a period of six months or less, the fee shall be $250 per month; except that a pro-rated daily fee of $9 may be paid in the case where an entire month is not used.” The fee for this two-day permit is $18.00. Per Valdez Municipal Code 17.48.140 (G) (1), this short-term temporary land use permit was issued at the discretion of the Planning Director. Per Valdez Municipal Code 17.48.140 (G) (2), the issuance of this permit shall be reported to the Planning and Zoning Commission and City Council at their next regularly scheduled meeting. This report was submitted to the Planning and Zoning Commission at their April 26, 2023, meeting.
