SUMMARY STATEMENT:
In 2020 the City worked with an outside consultant to troubleshoot various issues with coverage, infrastructure, and equipment for the Fire & Police Department radios. The results of that survey provided information that was used to solicit Requests for Proposals from consultants to provide the City with a comprehensive Design-Build solution to the problems identified.
The RFP was advertised for 48 days and two responses were received. New Horizons Telecom, Inc. was evaluated to be the most and best qualified. The scoring committee was composed of members of the Capital Facilities, Fire, Police, and IT departments.
The solicitation is for a complete design as well as implementation of designs. New Horizons provides both engineering and field installation services. This initial contract is to provide a more thorough audit and feasibility as well as generate coverage maps based on the intended solutions.
Separate future contracts will be issued, following Council approval, for complete design and field implementation. Due to the scope and nature of the initial RFP no other solicitations will be required for implementation so long as the relationship remains positive and contractual obligations are being met. New Horizons will be the contractor for the duration of the contract throughout the various phases (feasibility, design, construction).
The current budget of approximately $500k will not likely be sufficient to implement the designs. We will work with the consultants to find cost effective solutions as well as tap into the vast current netw...
