RECOMMENDATION:

Approve recommendation to Valdez City Council to approve resolution naming rates and fees for use of facilities in the Valdez Harbors and repealing Resolution No. 20-06 naming such rates and fees.

SUMMARY STATEMENT:

This agenda item was postponed during the September 20th, 2021 regular meeting. There were several changes requested but no formal motions made. Staff compiled a list of the changes if Commissioners wish to discuss further. A Representative of the Clerk’s Office will be available to help with amendment procedures.

Harbor staff are recommending and asking for commission input on the attached proposed changes to Valdez Harbors rates/fees. Valdez City Council retains the authority to approve resolutions naming rates and fees for city facilities, so staff are also seeking support for a formal commission recommendation to City Council.

In 2020 City Council approved Resolution No. 20-06 adding additional fees for the Drive-Down Float, changes to boat move fees, increases to some miscellaneous fees, and lastly a rate change for the laundry facility.

The new following recommended changes for your input and approval are:

                     Increasing tenant annual rates on a three-year schedule of 2.5% for slips sized 24’-40’ and 5% for slips sized 48’ and longer, followed by an annual increase of 1% across the board.  Tour Dock slips will be receiving a one-time increase of 5%.

                     Offering a senior citizens discount to annual moorage fees paid by Valdez residents.

                     Proposal of staring a commercial vessel fee of $1.00 per boarding passenger to start in 2023.

                     Adjustment of Drive-Down Float rates to no longer be a tiered rate, but a per foot/per day $1.50 prepaid and $3.00 billed.

                     Proposing a monthly live-aboard fee and repealing Resolution No. 00-60 Harbor Residential Surcharge, which is an annual fee.

                     Proposing auxiliary vessels shall pay regular transient rates while in the water.

                     Increasing the footprint of upland areas for applicable storage fees.

                     Adjusting the fee at the Fishermen’s Dock from $0.30 a square foot minimum monthly to a $2.00 per foot daily rate at minimum of 30’, along with adding a $20.00 daily fee for items blocking access to the cranes.

                     Addition of a flat $20.00/day storage rate for the Drive-Down Float.

                     Addition of a tiered environmental fee for vessels hauling out to the yard.

                     Addition of separate storage fee for impounded vessels being stored in the yard.

                     Addition of fee for use of Harbor trailers in the use of emergency haul out of trailer able vessels and for non-boat move related use, i.e. oil response.

                     Increase of Travelift fees from $220.00 minimum to $300.00 (which in turn increases after hour fees, etc.) and tiered per foot additional fees based on vessel length.

                     Addition of fees for use of Harbor jack stands for emergency or impound lifts at weekly rates of $500.00/week during May-Sept and monthly rates of $300.00/mo. from October through April.

                     Addition of a towing rate from outside of the breakwater of $120.00/hour, plus labor.

                     Increase of $5.00 for each tiered maintenance pad fee.

                     Addition of a Waterfront Commercial Work Permit fee of $500.00 annually and a Waterfront Activity Registration fee of $100.00 annually. 

                     Addition of an unauthorized work fee of $200.00 per 1st occurrence, $400.00 per 2nd occurrence and $800.00 per 3rd occurrence.

Harbor rate and fee changes have been discussed extensively by Harbor staff and are now being brought to the Ports & Harbor Commission for formal action.

If approved by the Commission, a resolution will be brought to City Council during their next regular meeting.
