RECOMMENDATION:

Receive and File.

SUMMARY STATEMENT:

City Council is requesting that all Task Forces are formalized via adopted City Resolution.

The City Resolution formalizing the Task Force will set out specifics, including:

-The mission of the Task Force.

-The appointment of members to the Task Force.

-Timeline for completion of Task Force work.

In the case of the Flood Mitigation Task Force the City Council has identified 3 objectives:

1-                     The issuance of permit for the Lower River from the Alaska Department of Natural Resources under AS. 38.05.872, Disposition of State Lands for Flood Control Projects. This statute was originally created specifically for Valdez and Seward to address flooding issues. Change in personnel at DNR has delayed final sign off on this permit, but after completion of the Lowe River Maintenance project, this permit should be a focus of staff and the Task Force for final issuance.

2-                     Finalization of a major project that includes creating a diversion channel to draw water away from the Alpine Woods subdivision, raise the height of the existing dike infrastructure and identify and make repairs to erosion damaged areas.

3-                     A maintenance plan for the Lower River, Glacier Stream, and Mineral Creek Flood control projects.

Upon completion of these 3 objectives the work of the flood mitigation task force will be completed.
