RECOMMENDATION:

Authorize the submission of a grant application to the State of Alaska, Department of Transportation and Public Facilities in the amount of $5 million dollars for funding of the H-K Major Reconstruction Project

SUMMARY STATEMENT:

The State of Alaska requires that a resolution of support for the Harbor Facilities Grant Application be approved by the local governing body as part of the application process. This is a matching grant program which will require the City of Valdez to provide matching funds of $5,000,000.00 if awarded.

The Harbor Facilities Grant Program provides financial assistance in the form of a 50/50 matching grant to municipally or regional housing authority owned small boat harbor facilities in the State of Alaska. The Department of Transportation and Public Facilities administers the Harbor Facilities Grant Program. Port or barge facilities are not eligible for the grant program.

This grant program is funded on an annual basis at the discretion of the Alaska Legislature and consists of two tiers, Tier 1 and 2. The first tier has priority and consists of major maintenance and repair of a harbor facility that was previously owned by the State of Alaska and now is municipally or regional housing authority owned. After all eligible Tier 1 projects have been selected, the department will consider Tier 2 projects.
