RECOMMENDATION:

Approve the Professional Services Agreement with PND Engineers, Inc for the Valdez Small Boat Harbor H-K Major Reconstruction Project in the amount of $734,663.00

SUMMARY STATEMENT:

Description: The City of Valdez Small Boat Harbor H-K float sections originally built in the 1980’s are experiencing significant decline and nearing the end of their lifespan. Some of the failing conditions include spalling concrete on floats, damaged gangways, electrical hazards, outdated fire protection, and a lack of potable water. The Tour Dock, Launch Ramp, and Travel-Lift areas, included within this project are having similar and unique issues due to decay that require replacement.

A brief overview of the scope of work consists of replacing H-K floats, utilities and fire suppression systems, extending the launch ramp and dredging the navigation channel to H-float, reconfiguring slips on H and K floats, and replacing the Tour Dock floats and gangway with an ADA compliant ramp.

PND will be responsible for assisting with funding strategies and grant procurement to offset the variance between available reserve funds and total project budget.

This project will consider waterfront masterplan scope and work to dovetail into those future improvements. 

Request for Qualifications: We received two responses, one from R&M Consultants and one from PND Engineers, Inc. After multiple discussions among the COV selection committee, interviews were arranged and PND Engineers, Inc were selected as the most qualified design team for this project.

 

Budget Notes: The PND proposal includes tasks and fees for work to be completed after initial design. The scope of this PSA is to only fund the design work necessary for bidding. The remaining tasks will be presented for approval at a later time following design and securing funding for the construction of the project.

The current CIP budget for the project does not have adequate funding for the design effort. A forthcoming budget resolution at this same meeting will remedy the shortfall by moving money, approximately $275,000, from the Harbor Maintenance and Replacement Reserve. Most of the budget shortfall relates to the need to perform additional geotechnical investigation related to various piling scopes for the project. Performing the geotechnical work now will help reduce risk during the construction phase.
