RECOMMENDATION:

Discuss and make recommendations to PRCS Director

SUMMARY STATEMENT:

Recreation Commission will review the Draft Master Plan focusing on the feasibility, timing and cost of the recommendations made by GreenPlay LLC. Following the work session PRCS Director will bring edits and suggestions back to GreenPlay for revisions to the Master Plan draft. A revised draft will be reviewed again during a joint Recreation Commission and Council work session (date TBD).

Key points concerning Parks & Recreation Master Plan:

o                     Master Plan provides guidance and policy direction for Valdez Parks and Recreation role in the community.

o                     The master plan shapes the delivery of department-provided parks and recreation services in a manner that is consistent with city sustainability goals and meets the community’s level of service standards.

o                     A master plan provides a road map for the department to follow through budgeting and program implementation.

o                     The master plan will be a key implementation strategy within the city’s comprehensive document, the City of Valdez Comprehensive Plan, and is intended to be strategic in focus to help the department.

o                     A master plan is a living document and will be periodically updated and reviewed.

o                     A master plan when approved by Council is not a binding document to capital improvement projects or budgets.

§                     The dollar amounts associated with the action plans are placeholders, and will be different from contracted project amounts.

o                     Through implementation of this master plan, the community will see a parks and recreation department that is modern, results driven and collaborative.
