RECOMMENDATION:
Discuss and provide feedback on proposed live-aboard requirements, including a new live-aboard application and agreement, live-aboard rules and updated Best Management Practices.
SUMMARY STATEMENT:
Currently, the Harbor has no set requirements or guidelines in place for our live-aboard community. The only stipulation is if you are living on your vessel for 90 days or more within the calendar year, you are required to pay the Harbor Residential Surcharge in lieu of property taxes. Live-aboards who pay property taxes but still choose to live on their vessel are exempt from paying the surcharge.
In this meeting staff is hoping to hear feedback from the Ports & Harbors Commissioners as well as members of our live-aboard community as to their thoughts and/or concerns on the proposed implementation of live-aboard requirements and the approval process. Some of the items proposed will help Harbor staff vet potential live-aboard customers based on personal and vessel information and also help enforce live-aboard accountability.
