SUMMARY STATEMENT:
On April 3, 2020, Planning Department staff received a temporary land use permit application from Copper Valley Telecom for use of 5345 Chalet Drive, Lot 20, Block 7, Alpine Woods Subdivision owned by the City of Valdez. Copper Valley Telecom has requested use of the parcel for storage of fiber optic cable, utility conduit, excavation equipment, and an 8’ x 30’ temporary office trailer in conjunction with the installation of fiber optic internet in Alpine Woods Subdivision (see attached application.) The requested area is 41,806 square feet and is seasonally used as a snow removal lot. During the rest of the year, it is vacant. Copper Valley has requested use of the property for five months.
Public Works Director Rob Comstock was solicited for comments on the application and expressed no objection to the use proposed.
Per Valdez Municipal Code 17.48.140 B 2 e, temporary land use permit requests not to exceed six months in duration may only be granted by the Planning and Zoning Commission if the desired use is in conformance with the existing zoning and/or comprehensive plan. In reviewing temporary land use permit application 20-02, staff determined the use requested by Copper Valley to be in accordance with the comprehensive plan goal to provide the maximum range of community services and facilities, especially on a short term and temporary basis.
On April 22, 2020 the Planning and Zoning Commission voted to approve temporary land use permit 20-03. Per Valdez Municipal Code 17.48.140 B2k, this decision is reported to City Council. If there is no objection from Council tonight, staff will prepare a temporary land use permit document using standard language approved by the City attorneys
The fee for TLUP #20-03 will be $1,250.00 for the period requested by Copper Valley Telecom, as set in resolution #12-36.
