SUMMARY STATEMENT:
Section 4 of the COV Declaration of Emergency issued on March 17, 2020, requires the approval of City Council prior to the issuance of any order or mandate (1) related to private property, (2) related to mass quarantine or isolation, or (3) related to rationing of goods and supplies.
To prevent or slow the spread of Coronavirus Disease 2019 (COVID-19) in the community this public health mandate will restrict all entry into Valdez by air, or a location within one-hundred (100) road miles of a known community with positively identified COVID-19 infection, within the last 14 days.
The mandate shall not apply to industries classified as critical infrastructure.
CRITICAL INFRASTRUCTURE EXCEPTION: An industry classified as "critical infrastructure" by the Alaska Department of Health and Social Services, in their March 20, 2020 "**COVID-19 HEALTH ALERT. In addition to the DHSS list of "critical infrastructure" the City of Valdez includes the following as critical infrastructure:
* Businesses providing for operations and maintenance of critical infrastructure
* Healthcare operations
* First responders
* Critical government functions
* Defense and national security-related operations
* Grocery Stores and food cultivation
* Businesses that provide for vulnerable populations
* Media
* Gas stations and auto supply and repair
* Banks and financial institutions
* Hardware stores
* Plumbers, electricians, exterminators
* Mailing and shipping services
* Educational institutions for distance learning
* Laundry service providers
* Restaurants and bars providing for delivery and carry-out
