SUMMARY STATEMENT:
Mike Wells, VFDA Executive Director, provided the following update and attached report on this project, which was funded with $104K in the City's 2019 CSO Budget. Mr. Wells or a VFDA representative will be present during the February 18 Council meeting.
Here is a brief update on the Robe Lake Habitat Study that the City of Valdez funded through a grant to Valdez Fisheries. VFDA received the funds, in the amount of $104,417, back in October of 2019 and added $5,000 to the project budget as well.
In November, VFDA released an RFP from qualified environmental firms to provide quotes to conduct all field work and provide a written project report on the status of the lake and suggested measures to improve the spawning habitat, grant opportunities and permitting. The RFP was structured to evaluate the best overall candidate based on experience, qualifications, approach and price and also required a pre bid conference. VFDA received four proposals.
VFDA staff conducted a review of the candidates, scored each one from a comprehensive rubric and further interviewed two firms before settling on Brailey Hydroligic. Brailey's proposal to conduct the scope of work, which I have attached, for a fee of $108,902 was not the low bidder, but was the most responsive, qualified and within the overall project budget of $109,417.
After award of a professional services agreement, we conducted a planning session with Brailey in January. Brailey will begin installing stream data collection equipment in March of this year. Work will go through the summer with the final report being developed for presentation in the spring of 2021.
