Discussion item only - a professional services agreement will be brought forward for approval on 02/18.

 

SUMMARY STATEMENT:

The Comprehensive Plan Revision RFP selection committee would like to present the proposal from Corvus Design, and the team they have brought together, to update and redevelop the City’s Comprehensive Plan.

The City has not updated its Comprehensive Plan since 2008.

Three Alaska firms submitted proposals for consideration. The review committee consisted of the Comprehensive Plan Advisory Committee (CPAC) Chair and Vice Chair, City Manager, Assistant City Manager, Planning Director, and the Economic Development Director.

Corvus Design was selected due to the credentials of the team and their involvement with developing Comprehensive Plans in Alaska; their prior involvement with other Valdez master planning; working effectively and creatively with the Valdez community and our commissions and Council; a commitment to providing deliverables on time and within budget; and their ideas on how to improve the process and implementation of our Comprehensive Plan as a living, working document.

Attached for Council review is the proposal from Corvus Design. A representative from the Corvus team will provide a brief presentation to Council during the discussion. Staff will work to refine the scope of services and present a contract for Council approval at the next meeting on February 18, 2020.

The proposed timeline for the Comprehensive Plan revision is approximately 11 months.

After the Comprehensive Plan is implemented, staff will work with the community to revise the Title 17 zoning code to assist with processes and clarity moving forward.
