SUMMARY STATEMENT:
In an effort to facilitate a collaborative implementation of the Warehouse 1 (Yellow Building) modifications the City solicited firms to act as a Construction Manager/General Contractor for the Kelsey Dock Phase II project.
The contractor will assist the City with final design to ensure modifications are constructible; the contractor will work with the City and the Museum to ensure summer tourist and cruise ship traffic and museum operations are minimally impacted; provide cost estimating and value engineering services to the City; and help reduce and share project risk.
Five firms responded to the solicitation and all five were capable of performing the work. The firm that demonstrated the best understanding of the project needs and best value to the City for the project was Roger Hickel Contracting.
The contract before Council is for both components of the Phase II project (Yellow Building and Parks/Building Maintenance upgrades). The contract total does not necessitate Council approval by dollar threshold; however, there is an implied continuation following preconstruction services for actual construction that will be in excess of the contract total. Capital Facilities is seeking Council approval for both the means of procurement as well as the impending contractual relationship implied by said procurement.
