RECOMMENDATION:

Approve Snow Removal Contract for Area I and Area III to Harris Sand and Gravel, Inc.

 

SUMMARY STATEMENT:

AREA 1 - This area consists of Atigun Dr., Salcha Way, Rudolph St.,  Hobart St., access to South Central Pump Station City Water Well #6, the Airport Parking lot and Zurich Loop Rd. This area also consists of the road starting at the intersection of Mineral Creek Loop Road and Container Terminal Road Causeway, Valdez Container Dock and approaches including the roads leading to both East and West approaches.

AREA III --                      This area consists of Corbin Creek Subdivision, off-highway parking for access to Alpetco Rd and off-highway parking at the ballfields.

Awarding snow removal contracts is not as straight forward as most other types of contracts. It requires a detailed understanding of each proposed piece of equipment’s capacity to do the work to determine the best value for the City when evaluating the bids. Many factors have to be considered besides the hourly rates within the bid. Each bidder has different equipment and each piece must be evaluated for condition, size, and capability. Much time is spent on this portion of the bid evaluation process.

In our efforts to ensure that the bidder can provide quality snow removal services to the community we not only look at the wide variety of equipment within the bids, but we must also consider the bidder’s past performance on City contracts as well as the experience of the bidder’s equipment operators. So overall a great deal of thought as well as direct comparison and inspection of equipment has gone into the final recommendation for award of these contracts.

This is a two year contract with an option for a two year renewal. There is no set dollar amount associated with these contracts due to the cost being driven by the amount of snow we get each year (time and materials contract). These contracts span budget years, however at this time we feel there are adequate budgeted funds to carry through the 2018 budget.
