RECOMMENDATION:

Approve the contract with Harris Sand and Gravel, Inc. for Hermon Hutchens Elementary School Exterior Upgrades - Phase 1 project in the amount of $1,434,964.

 

SUMMARY STATEMENT:

In regard to the bid:

This project was out to bid for thirty-seven (37) days.  There were three (3) bidders who proposed on the Hermon Hutchens Elementary School - Exterior Upgrades Phase 1 Project. Wolverine Supply, Inc. and Pinnacle Construction, Inc. did not submit critical path baseline schedules that were required with bid documents; because of this, both of these bidders were considered non-responsive. Harris Sand and Gravel, Inc. turned in all of the required documents.

It is proposed to award all 4 added alternates and not to award the deductive alternate.

Background on HHES:

Hermon Hutchens Elementary School was built in 1981. Since the schools construction only minor renovation work has been done to the exterior of the building. The two highest priorities determined by the school for replacement are the windows and walkways.

Current State of HHES Windows and Walkways:

The concrete walkways around the school have spalled and cracked beyond repair. The discrepancies in the walkways have caused students, parents, and teachers to trip outside the front entrance of the building as well as at the parent pickup turnaround on the Southside of the building. The walkways on the Southside of the building do not extend down to W. Pioneer Dr.

The cafeteria and classroom windows have a diagonal orientation which has caused difficulties in maintenance. Windows are non-operable creating uncomfortable conditions during the fall and spring, particularly on the south side of the building where the windows get direct sunlight. Most of the shades on these windows are non-functioning. Many classrooms have taped butcher paper to the windows so the teachers and students can see their smart boards. In case of emergency, there is no way for students and teachers to get out of the building except through their classroom doors. Second story windows are in good condition.

Proposed Solution:

Provided Council approval of this contract, both the windows and the walkways will be replaced to include extensions and improvements.

All walkways and south side courtyard will be re-poured in asphalt. On both sides of the parent turnaround, walkways will extended to Pioneer Dr. All walkways will be widened to 8’. ADA ramps will be installed on both sides of the building.

Windows in the classrooms and the cafeteria will be re-structured so that they are vertical in orientation. Classroom windows will have an operable, horizontal slider to allow for increased airflow during the warmer parts of the school year. In addition, this feature will allow students and teachers to exit through their windows, if the need arises. Horizontal roller shades will be installed on classroom windows to block out light. Casework will be replaced below classroom windows to allow for increased airflow in HVAC system and greater ability to customize area for individual teacher needs. All first story windows, including the existing vertical windows will be replaced. Second story windows will be re-caulked.
