SUMMARY STATEMENT:

In August 2016 the City of Valdez requested assistance from the NRCS to help restore the undermined and unstable banks of the Valdez Glacier Stream along Copper Avenue to protect the KCHU radio tower, utility infrastructure, and Copper Avenue itself.  The City acquired the NRCS Emergency Watershed Protection grant and passed the approving Resolution #17-16 on May 16, 2017.  NCRS is responsible for 75% of the approved cost of construction ($1,340,250) and the City is responsible for the remaining 25% ($535,990) for a total of $1,876,040.00.  Bids for the project were opened on August 2, 2017. City Council awarded the contract to Harris Sand & Gravel on September 5, 2017. The notice to proceed was signed on September 8th with a deadline for project completion on October 8, 2017.

Construction began the week of September 11, 2017. Due to inclement weather, the City requested a 60-day timeline extension from NRCS and received a new closeout date of December 8, 2017.  Because of continuing erosion and stream changes, one change order was necessary to complete the project as designed.  The cost of the change order was split between the City and NRCS (City: $16,048.50 - 25% NRCS: $48,145.50 - 75%).

Except for seeding, the project has been completed and reimbursement from NCRS is expected in December.  The City has a 205 day performance time extension from NRCS as seeding will need to take place within the allowable seeding window. Seeding will be complete by June 30, 2018.
