provide consensus for final budget figures

SUMMARY STATEMENT:

                     Other Operating expenses is a catch-all category that excludes personnel-driven costs.  It includes various supplies, insurance, advertising, and communications. 

                     Proposed Other Operating budgets total $2.8MM, or 12% of the $23MM General Government budget.
