SUMMARY STATEMENT:

At the last City Council meeting, Council member Shirrell requested a status update on the Alpine Woods Septic Replacement Program.  This report is a high-level overview of the program which lacks sufficient detail needed to have a meaningful conversation about the program. The Community Development Department is in the process of training new employees; given the transition in the department, staff would like to offer a detailed follow-up report to be submitted by staff to Council in January.

A total of 63 (28 Mound/35 Advantex) systems are complete. The total project expenditure to date is $2,507,736. Another $301,906 funds are encumbered, the current unencumbered balance of the account is $93,685.

At this time the City is only offering Option 2 Installation. Option 2 is property owner managed installation only. The property owner hires an engineer and contractor to design and install the system. The property owner is responsible for paying his/her contractors. Under a contract with the City, the property owner is eligible for reimbursement up to $36,140 for qualifying expenses related to system installation. Of the seven contracts encumbered, four have been inactive for over two years.

The Community Development Department last reported to Council on the program in July of 2015.  The 2015 report and associated map is attached for Council’s review.
