SUMMARY STATEMENT:

At the City Council meeting on October 3rd, Council asked for a status update on the 2017 Flood Mitigation Plan.

All of the items for Phase I have a status of complete; please see project status notes below:

The task items for Phase II that are complete will be submitted to the Mayor’s Flood Mitigation Task Force at the October meeting scheduled for October 24, 2017. This includes the Mineral Creek Existing Revetment Evaluation and the report on Lowe River At-Risk Properties. 

The Mineral Creek Kicker Dike Design, Mineral Creek Sediment Budget Analysis, Lowe River Gravel Extraction Implementation Plan Review, and Glacier Stream Upstream Design are all in progress.     The survey, field investigation, aerial imagery and LiDAR have all been completed and processed for the Lowe River Gravel Extraction Implementation Plan Review. The report, including the cost estimate, will be submitted to the Mayor’s Flood Mitigation Task Force upon completion.

The agreement to initiate the US Army Corp Planning Assistance to States report is projected to be executed and brought forward for Council approval in early November. The purpose of this Planning Assistance to States report is to provide flood mitigation information including risk assessment, and hydrologic, economic, and environmental elements that will assists in the long-term management of water resources development in the vicinity of Valdez, Alaska. The US Army Corp already has funding allocated to the project, and they project that this report will be completed and published within a year of agreement execution.   

Attached is a photo from September 26, which shows the completed work along Copper Avenue, progress on the NRCS dike, and private enterprise extraction South of the Valdez Glacier Stream Bridge.
