SUMMARY STATEMENT:

This apparatus is a 2017 Engine manufactured by Pierce Manufacturing, Inc. of Appleton, Wisconsin, a subsidiary of Oshkosh Corporation.  The engine will be delivered to Hughes Fire Equipment’s dealership in Springfield Oregon for installation of accessories and a final inspection before being transported to Valdez.  Cost for the delivery of the apparatus to Valdez, as well as three inspection trips by City personnel to the factory is included in this price.  The inspections included pre-build meeting with Pierce engineers, mid-build inspection and a final inspection.

The City of Valdez will receive a savings of $50,723.00 by taking advantage of pre-payments during the build process. This has been the practice for the last four purchases of fire apparatus.

The purchase of this Fire Engine will give the City of Valdez a modern fleet of front line engines, all built by Pierce Manufacturing, this allows for ease of operation and maintenance of the fire department fleet.

The purchase price of this engine is based on the unit being purchased through HGAC contract FS12-15.  The HGAC is the most common method used for purchasing fire trucks, in fact there were over 500 fire trucks purchased via this consortium last year. This is a consortium that goes out to bid for a variety of equipment and it is handled similar to an inter-local agreement.  As a unit of local government, HGACBuy strives to make the governmental procurement process more efficient by establishing competitively priced contracts for goods and services, and providing the customer service necessary to help its members achieve their procurement goals. All contracts have been awarded by virtue of a public competitive procurement process compliant with state statutes.

The following is a list of some of our customers in Alaska who recently purchased trucks.

City & Borough of Juneau

City of Ketchikan

Municipality of Anchorage

Chugiak

The new engine replaces a 1995 Emergency One Pumper with 31,189 miles and 2,703 hours on it.  Once the new fire engine is placed into service, Council will be asked to surplus and/or donate the old pumper.
