#24-05 - Authorizing the Submission of a 2024 Federal Emergency Management Agency (FEMA) Assistance to Firefighters Grant (AFG) Application for the Emergency Services Radio Repeater Upgrades Project

Expenditure Required: Not to exceed $515,000

Unencumbered Balance: $515,000

Funding Source: Up to $490,000 from Grant Proceeds, up to $25,000 City Contribution

 

RECOMMENDATION:

Approve Resolution 24-05.

SUMMARY STATEMENT:

This Grant Application reflects the Fire Department portion of the “Radio Repeater Upgrades” project ranked Number 4 during 2023 Projects Prioritization workshops (attached).

Staff has elected to use city contribution in order to advance the impact, scope, and likelihood of grant award. There is no required match associated with this grant, however, if awarded the city contribution portion would require an appropriation request from city funds to complete the project.

The entire project scope has three major components to build-out a complete system:

1.                     Towers and Infrastructure -100% design complete for City Hall, Ski Hill, FS1, and Grain Silos; needing funding for construction, anticipate federal earmark request.

2.                     Tower Equipment - RFP forthcoming, anticipate using federal earmark for these costs.

3.                     Individual Radios - including mobile and handheld for PD & Fire. Fire hand held portion requested on this grant, PD mobile and hand held requested with FEMA grant

Total project cost $4.5-6 Million

Fire Chief Tracy Raynor will be present to field questions related to the project.
