RECOMMENDATION:

Approve moving forward with construction of the following specific elements in the current design of the new boat harbor project:
* Inner Harbor Ramps and Floats
* Drive Down Ramp and Floats
* Bilge Water Treatment Facility
* Harbormaster Warehouse Building
* In-water Portion of the Fish Cleaning Station (mostly foundation elements)
* East Restroom Building
* Paving Elements (Deleted from Phase 1)

SUMMARY STATEMENT:
On Monday, October 17th at a joint work session between the Valdez City Council and Ports & Harbor Commission, we discussed the current and future upland portions of the new boat harbor project. A recap of this work session provided by Mr. Alan Sorum, Ports and Harbor Commission, is attached. This valuable discussion was re-visited by the Ports & Harbor Commission on November 7 to provide a formal recommendation to proceed with the final bid package for the new boat harbor construction project, as follows.
The recommendation from the Ports & Harbor Commission is to include these items in the bid package:
* Inner Harbor Ramps and Floats
* Drive Down Ramp and Floats
* Bilge Water Treatment Facility
* Harbormaster Warehouse Building
* In-water Portion of the Fish Cleaning Station (mostly foundation elements)
* East Restroom Building
* Paving Elements (Deleted from Phase 1)
The Ports & Harbor Commission also recommends to place on hold the following items until a Comprehensive Waterfront Master Plan is completed and adopted:
* Launch Ramp Facility
* West Restrooms
* Upland Portion of the Fish Cleaning Station
* Vessel Wash Down Pads
