SUMMARY STATEMENT:
Ordinance #23-04 amends Chapter 5.16 for the purpose of simplifying and restructuring the process to obtain a certificate of public convenience. For example, the Ports and Harbor Commission was once the “Transportation Commission” and had a broader mission which included recommendation of issuance of for-hire vehicle licenses. Removing the requirement for a public hearing conducted by the Ports and Harbor Commission greatly reduces the timeline for an applicant to obtain approval of this license.
