RECOMMENDATION:
Approve a professional services agreement with RSA Engineering in the amount of $74,932 for the Hermon Hutchens Elementary School and District Office underground fuel tank replacement.
SUMMARY STATEMENT:
Hermon Hutchens Elementary School (HHES) and the District Office each have an Underground Storage Tank (UST) supplying fuel to the boiler systems and the generator at HHES. Both UST’s are over 30 years old and should be removed before a new well is drilled on the property.
The School District received a letter from ADEC on October 6, 2016 stating the 15,000 gallon UST at HHES was out of compliance. City staff intervened to close-out this tank. The UST was disconnected and emptied, and a temporary 2,000 gallon Above-ground Storage Tank (AST) has been put into service next to the generator building to supply the boilers and generator at HHES. ADEC requires removal of the 15,000 gallon UST as soon as the weather allows in 2017.
The attached proposal from RSA Engineering includes design, construction administration, closure assessment and site inspection for a new AST for HHES and a new AST for the District Office. The temporary 2,000 gallon tank will either be moved to the District Office or the Baler Facility for permanent service. The proposal also includes design services for new day tanks at both facilities, a steel canopy and fencing for each AST, and environmental oversight to remove the two UST’s per ADEC requirements.
