SUMMARY STATEMENT:
On May 29th, 2026, the City of Valdez Community Development Department issued a temporary land use permit (TLUP) to Chugach Outfitters for an approximately 800 square foot portion of 2250 Richardson Highway, AKA “The Valdez Pipeyard” for temporary staging and transit of a commercial dog sled operation.
Pursuant to Valdez Municipal Code 17.12.120 (G), staff review of the proposed temporary use request found that all ten approval criteria were satisfied. The term of this permit is June 1st to November 30th, 2026. The permitted use is for parking and staging of refrigeration trailers and a May 29, 30 (2 days), June 3, 4, 8, 10, 13, 17 (6 days), July 1, 11, 13, 14, 15, 18, 22, 29 (8 days), August 2, 3, 5, 6, 7, 12, 19, 21, 23, 26, 29 (11 days), and September 3, 4, 10, 15, 21, 29 (6 days), 2026. Permittee will use the Property for client parking and staging at the designated staging area and taking clients along the routes illustrated on the attached map (Exhibit A) via dog sledding cart. This permit is subject to the conditions set forth in Exhibit B.
The Parks and Recreation Director and Animal Control were solicited for comments on the application and the required conditions for this permit are a result of their input. This long-term TLUP was approved by the Planning and Zoning Commission at their regularly scheduled public meeting on May 13th, 2026.
