RECOMMENDATION:

Accept the 2026 Operational Improvement Memo for operational planning and follow-up.

SUMMARY STATEMENT:

The attached memo continues the annual customer and stakeholder feedback process established under Commission Goal 5: Focus on Seasonal Operations and Continuous Improvement.

The operational review and adoption of five-year CIP recommendations to City Council were completed in September. This item presents customer feedback to help guide service improvements and planning for 2027.

The available Harbor survey includes 133 responses. Overall, 82.7% of respondents were satisfied or very satisfied. Harbor Office customer service and staff availability and responsiveness each received 94% positive ratings. Improvement priorities included launch ramps, utilities, docks and floats, restrooms, and parking. Affordability and clear communication were also important to respondents.

The memo includes limited direct customer correspondence and identifies follow-up involving maintenance, shared facilities, safety, fuel access, and customer communication. Participation was voluntary and primarily represented Harbor users.

Acceptance documents the Commission’s review and supports staff follow-up. It does not appropriate funds, adopt additional CIP projects, or change rates or policies.
