RECOMMENDATION:
Approve Resolution No. 18-03 adopting Terminal Tariff No. 100-18 and Terminal Rules & Regulations for the Port of Valdez.
SUMMARY STATEMENT:
In 2017, Port staff worked with the International Association of Maritime and Port Executives to overhaul the Port of Valdez Terminal Tariff structure and contents, as well as create Terminal Rules & Regulations. While the current document is comprehensive in nature, modifications for ease of reference, additional provisions and an updated rates and fees schedule were identified as necessary through careful evaluation and investigation under professional consult and legal review.
In addition to a complete tariff revision, a Terminal Rules & Regulations document was developed. This supporting document was established to promote safety, enhance security and address various operational needs of Port facilities.
Rate comparisons have been included with this Agenda Statement along with the proposed Port tariff and terminal rules and regulations.
Note: Terminal Tariff No. 100-18 and the Terminal Rules and Regulations were reviewed, amended and approved by the Ports & Harbor Commission on January 8, 2018. Recommended changes are included in the final tariff document and listed below:
• Rule I. D. - Port Office hours clarified as being Monday thru Friday.
• Rule I. K - Verification of City of Valdez business registration required.
• Rule III. D - Proof of insurance required.
• Rule III. P - Stack emissions additionally compliant with state and federal laws and permits.
• Rule V. N-O - Added provisions for storage of empty containers
