RECOMMENDATION:

Approve the Contract Award with New Horizons Inc. for the Valdez Radio Infrastructure Upgrade project in the amount of $1,145,135.20

SUMMARY STATEMENT:

Project Description:

Schedule A: Erection of a 100ft. “Sabre” self-support tower, climb ladder, waveguide ladder and antenna mounts. Project also includes construction of a pre-fabricated 12x22 communication shelter to house all the equipment. Site prep, excavation, foundation installation and grounding for tower and shelter will also be involved.

Schedule B: Install 2" run of conduit from exterior vault to comm room demark location as well as placement of new vaults and new conduits where existing conduits do not exist as shown on the City of Valdez Radio Networks Improvements Fiber IFC design package.

Construction Schedule: Work is anticipated to be completed by Summer of 2026.

Background: In October 2021 New Horizons Telecom, Inc. (NHTI) was selected as the Design-Build firm for Public Safety Radio Upgrades project following a competitive procurement process. Design was completed in 2024 for the in-town fiber, Fire Station 1 tower, Grain Silos, and Ski Hill Tower.

Funding availability delayed implementation but the current appropriation will allow the City to construct the FS1 infrastructure.

An approved community discretionary grant from the federal government will be used to purchase equipment and hopefully further construction with the remaining sites.
