SUMMARY STATEMENT:
Following receipt of notice from the United States Army Garrison Alaska of its intent to terminate the existing Memorandum of Agreement for operation of Allison Point Campground prior to its natural expiration, the City initiated a competitive solicitation process to secure a new operator for the facility. A Request for Proposals (RFP) for the operation and management of Allison Point Campground was posted on the City's website on March 2, 2026, and remained open through March 31, 2026, at 4:00 p.m.
The City received two (2) proposals in response to the solicitation. All responsive proposers were evaluated by the review committee based on the criteria established in the RFP and subsequently participated in interviews. Following completion of the evaluation process, Silver Linings Management, LLC was determined to be the top-ranked proposer. The firm demonstrated a strong understanding of campground operations, presented a comprehensive operations and maintenance plan, exhibited the organizational capacity and financial capability necessary to perform the required services, and provided a proposal that best aligned with the City's operational goals and expectations for Allison Point Campground.
