SUMMARY STATEMENT:

As per VMC 11.05.090, “all fees, charges, or rentals space, storage or services in the Port facilities are established by City Council through resolution”.

“All fees, charges or rentals of space, storage or services in the Port facilities will be reviewed by the Ports & Harbors Commission.”

During a Ports and Harbors regular meeting on September 21, 2026, an agenda item was brought forward to raise the 2028 cruise ship passenger head fee from $3.00 per passenger to $8.00 per passenger. All four commissioners present voted in favor of recommending this increase. The increase in head fee is intended to help offset costs associated with making improvements to Kelsey Dock.

The terminal tariff is adjusted to reflect this change.
