RECOMMENDATION:
Staff recommends that the Ports & Harbors Commission review, amend as appropriate, and approve a formal recommendation to the Valdez City Council identifying the following Ports, Harbors, and Airport projects for consideration in the City’s five-year Capital Improvement Program
SUMMARY STATEMENT:
Following the Waterfront Master Plan review and project-prioritization presentation, the Ports & Harbors Commission will consider formal action on a recommended list of Ports, Harbors, and Airport capital projects for inclusion in the City of Valdez five-year Capital Improvement Program.
Staff recommends the following projects, in priority order, for the Commission’s consideration:
Valdez Container Terminal Infrastructure Rehabilitation — waterline/fire-protection replacement, paving the final two container-yard rows, stormwater improvements, and stevedore building repairs.
Kelsey Dock / Long-Term Passenger Facility — permanent mooring improvements and future passenger/cruise infrastructure, including potential ferry-terminal integration.
Small Boat Harbor Launch Ramp and Associated Dredging — approximately 65% designed, previously removed from the H–K Float Replacement project because of funding limitations, with the existing ramp nearing failure.
Harbormaster / Port Office Replacement or Relocation — addressing operational, public-service, accessibility, and span-of-control needs.
Airport Exterior Envelope Improvements — terminal window replacement, stucco repair, and exterior painting.
