RECOMMENDATION:
Provide city administration with guidance on desired parameters of a future MOA with Chugachmiut related to early education/ child care services.
SUMMARY STATEMENT:
City Manager John Douglas, Capital Facilities Director Nate Duval and Deputy City Clerk Elise Sorum-Birk have had preliminary conversations with Chugachmiut’s Head Start Coordinator Krisitin Ramstad and Deputy Director Phyllis Wimberley about the possibility of their program partnering with the city to operate in the new early childhood education/ child care facility to be constructed by the City of Valdez.
As a federally funded early childhood education program, Chugachmuit’s Head Start programing would complement the existing pre-K programing offered by Valdez City Schools and the Valdez Co-op Preschool. The program would also benefit families by operating year-round for 8 hours a day and having toddler aged classrooms (early head start).
The next step in moving forward with Chugachmiut Head Start as the operator will be to draft a Memorandum of Agreement outlining expectations of both parties during the construction process.
The goal of this discussion is to update Council on the items proposed to be incorporated into a MOA and to receive feedback from Council Members on any additional items to be included.
