RECOMMENDATION:

Receive the City Manager’s briefing and discuss potential partnerships and next steps for Sea Otter. No formal action is requested.

SUMMARY STATEMENT:

City Manager Nathan Duval will lead a discussion on Sea Otter development opportunities, including potential Coast Guard, Navy, private-sector, and public-private partnerships for vessel homeporting and marine services.

Sea Otter and potential Coast Guard homeporting have been ongoing City advocacy priorities. Over the past two years, City representatives have held repeated meetings in Washington, D.C., with Coast Guard leadership, White House staff, and Alaska’s congressional delegation. A September 25 virtual meeting continued those discussions, including vessel and shore-support needs and community support for service members and their families. Additional in-person meetings are planned for the first week of December as the Coast Guard advances its homeporting decisions.

The attached concepts and housing materials provide background for discussion. The Commission’s feedback will help identify opportunities, concerns, and questions for further planning.
