SUMMARY STATEMENT:

The attached documents are for task force review and discussion relating to progress on the Lowe River.

Background:

The Alaska Department of Natural Resources asked that the City of Valdez produce a flood mitigation plan for approval to facilitate gravel extraction and other project permitting. DOWL was contracted to perform these activities and has produced the following DRAFT documents for review and comment.

                     City of Valdez Rip Rap Maintenance Manual

                     Flood Mitigation Plan: Lowe River

 

The intent of the two documents is to guide the DNR in allowing projects and extractions without the delays associated permitting processes experienced in the past.

Specific points of interest within the documents include:

                     Routine dike inspection & maintenance

                     Erosion repairs to riprap

                     Brush clearing

                     Riprap storage stockpiles

                     Gravel extraction and channelization

                     Raise freeboard of existing dikes

                     Construct new dikes and revetments

 

                     Expected fees for gravel sales

o                     $.60/Cubic Yard for “Public Use”

o                     $1/CY open market sales

o                     Free for stockpiling for DOT use/resale

                     Permitting requirements & approvals from DNR

                     River access points

                     Material stockpile locations

DOWL will be represented at the task force meeting to note comments and point out other features of the documents.
