RECOMMENDATION:
Review the adopted 2025–2026 goals and provide direction on goals, priorities, timelines, and performance measures to retain, revise, complete, or add for 2027. Staff will return at the next meeting with proposed updates reflecting the discussion.
SUMMARY STATEMENT:
As the 2026 operating season concludes, the Commission will review its adopted goals and begin setting direction for 2027. The attached adopted goals provide the starting point.
The existing goals address:
Commission commitment and meeting consistency: Regular meetings, an annual calendar, and annual Commission and Council work sessions.
Annual revenue review: Revenues, tariffs, fees, leases, and services, with recommendations aligned with the City budget process.
Waterfront Master Plan: Infrastructure preservation, small works and CIP priorities, and keeping the plan current.
Strategic and economic alignment: Coordination with City plans, Council priorities, Planning, and Economic Development.
Seasonal operations and continuous improvement: Operational review, customer feedback, and recommendations for efficiency and safety.
Safety and congestion: Vessel conflicts, stakeholder engagement, and traffic, signage, and infrastructure solutions, including Sea Otter Dock.
The September operational review and adopted five-year CIP recommendations, together with the customer and stakeholder feedback memo on this agenda, provide context for this discussion.
Commissioners are asked to consider:
Which goals should continue, change, or be considered complete?
What specific outcomes or new priorities should be added for 2027?
Are the existing timelines and performance measures practical?
What should receive the greatest attention in the coming year?
