RECOMMENDATION:

Approve Resolution 26-46.

SUMMARY STATEMENT:

Additional funding in the amount of $515,600 is requested for the Child Care Facility Project. The total additional funding request represents the difference between the anticipated total project expenditure based on the updated construction costs, additional construction administration and design services, the recommended owner’s contingency, and the funds currently available for the project; approximately $3M is funded through the federal community discretionary grant.

Of the $515,600, $92,000 represents design during construction and construction administration services.

$131,000 is requested to maintain a standard 4% owner’s contingency for the project. The Owner’s contingency is embedded in the Orion GMP. Maintaining this contingency will provide funding for unforeseen costs that may arise during construction.

The remaining $292,600 will cover the construction costs in excess of the available grant funds and serve as a “City Match” on the grant dollars.

Approval of the additional funding will allow the city to award the construction contract and support the uninterrupted continuation of the Child Care Facility Project. The work will commence as soon as possible to be able to do preliminary utility work this fall in advance of freeze-up. Indoor work will go on throughout the winter and the playground and landscaping work will commence as early as possible in the spring. The facility may be able to open in advance of final completion should the need arise. The target completion date is before the end of the 2027 school year.
