RECOMMENDATION:

Approve recommendation to Ports and Harbor Commission to update the existing fee structure of the Harbor Residential Surcharge and repeal Resolution No. 23-18 formerly naming such fees.

SUMMARY STATEMENT:

Harbor staff are recommending the proposed changes and rate increase to Resolution No. 23-18 for approval from the Ports and Harbor Commission naming such fees.

After multiple discussions regarding the residential surcharge (which was put in place for those using their vessel as their primary residence, to pay in lieu of property taxes), the recommendation is as follows:

                     Remove the quarterly water/sewer fees

                     Remove the incremental fee based on vessel length

                     Create a yearly flat rate, regardless of vessel length

The proposed rate increase puts us in line with what other harbors in Alaska are currently charging their live-aboards.
