SUMMARY STATEMENT:

On September 21, 2026, the Ports & Harbors Commission reviewed the Waterfront Master Plan, completed capital improvements, outstanding capital infrastructure needs, and proposed capital priorities.

The Commission recommended the following projects in priority order. These recommendations provide departmental input into the City’s broader capital planning process. This prioritization will be incorporated within the Citywide five-year plan.

Recommended Priority Order

 

1.                     Valdez Container Terminal Infrastructure Rehabilitation
Waterline and fire-protection improvements, stormwater management and drainage, paving the final two container-yard rows, and stevedore building repairs.

2.                     Kelsey Dock / Long-Term Passenger Facility Improvements
Permanent mooring and passenger infrastructure improvements, including potential ferry-terminal integration.

3.                     Small Boat Harbor Launch Ramp and Associated Dredging
Replacement of the deteriorating launch ramp and associated dredging.

4.                     Harbormaster / Port Office Replacement
The Harbormaster’s Office has reached the end of its useful life, lacks adequate space for the public and workforce, and presents accessibility barriers. Replacement is needed to provide a safe, accessible facility that supports reliable public service and efficient Port and Harbor operations.

5.                     Airport Exterior Envelope Improvements
Terminal window replacement, stucco repairs, and exterior painting.

 

Fiscal Impact

Acceptance of the Commission’s recommendation does not appropriate funding, authorize construction, or formally include these projects in the five-year CIP. Project selection, citywide priorities, schedules, and funding will be considered through the City’s capital planning and budget process.
