RECOMMENDATION:

Approve the contract with Harris Sand & Gravel Inc, for the Pavement Management III Whalen avenue CM/CG Project in the amount for $3,841,475.50

SUMMARY STATEMENT:

The Work consists of the construction of Whalen Avenue as well as all associated site work connected to the St. Patrick Subdivision Development as described within the attached Contract Documents.

 

This project includes but is not necessarily limited to:

 

Construction of Whalen Avenue between West Egan Street and West Klutina Street. This new Roadway includes installation of utilities and infrastructure that will connect to the new St. Patrick Subdivision Development. The scope of work includes excavation, backfill and paving to construct new roadway, curb, gutter, and sidewalks; install new water main with stub-outs for subdivision and connection to new water well; install  new sewer lines with sub-out for subdivision and storm drain system with connections to subdivision; install new fire hydrants, signs, traffic markings, and street lighting. The new roadway will include the piping for the new well 5 toward the south storage tank.

 

Construction Administration Services and Special Inspections will be contracted separately by the Owner for this project and will be performed by R&M Engineers.

 

Per ordinance 22-02 revising the procurement code, reference section 2.80.075.L, Harris Sand & Gravel, Inc. was awarded this contract because of the coordination needed between the City and Harris S&G to effectively construct Whalen Avenue in conjunction with the new St. Patrick Subdivision. We had separate engineering firms coordinate these projects to develop a cohesive design for construction.

The contractor will be responsible to follow all applicable Alaska labor requirements (Davis Bacon) in the construction of Whalen Avenue.

The contract is a guaranteed maximum price contract (GMP) containing a $100k contingency. Harris will work with the City and the designer of record, Kinney engineering, to refine any engineering changes or explore value engineering opportunities.

The schedule for the project is still in progress as various long lead materials will need to be purchased after award of contract and their delivery date is still unknown. It is expected that construction will take two construction seasons.

Whalen ave, which has historically been used by residents as a “short-cut” will be unavailable during construction and residents will need to utilize Clark street or other eastern intersections on Pioneer, W. Klutina, and W. Egan.
