RECOMMENDATION:

Approve the Contract with NPC Energy Services, LLC for the VCT Electrical Upgrades - Re-bid Project in the Amount of $3,296,070.

SUMMARY STATEMENT:

Background information:

This project will achieve 3 distinct but related goals:

a.                     The majority of the electrical distribution equipment that serves the VCT will be replaced and upgraded. The existing equipment is aged and at or past it’s useful lifetime.  These replacements/upgrades will ensure continued reliable electrical power distribution to critical equipment throughout the terminal

b.                     The number of reefer pedestals will be doubled.  This will double the available capacity for cargo that requires refrigeration (i.e. for the fisheries) that the terminal will be able to support.

c.                     A significantly larger emergency generator will replace the currently installed generator.  The current generator is only configured and able to support a limited amount of equipment on the terminal; namely the lighting and automated security gate.  The replacement generator will better be able to support the lights and gate, and will also be able to provide power to all current and planned additional reefer pedestals.  With the existing generator, a power outage in peak fisheries season of as little as 4 hours could wipe out millions of dollars of product.  Following this project, the terminal will be capable of providing on site power to ensure those pedestals are power during significant power outage.

Additional Background regarding the solicitation: Our original solicitation would have limited the project to 2 bidders who submitted qualifying packages in response to our Request for Qualifications (RFQ).  There were several other contractors who had indicated interest in this project.  In order to increase the number of potential bidders, and because sufficient time remained to cancel and re-solicit the project without affecting the project start, the RFQ solicitation was cancelled, and the project was resubmitted as a Best Value solicitation which resulted in double the number of bidders.

 

This solicitation for a best value contract award was posted on March 1, 2019.  Four proposals were received by the due date of March 22, 2019 and evaluated by the Capital Facilities Department.  These evaluated proposals were scored in accordance with the posted proposal.  Out of 100 total possible points, scores ranged between 81.54 and 90.07, with NPC Energy Services, LLC receiving the highest score. The bids came in below the Engineer’s estimate.
