RECOMMENDATION:
Approve contract with Orion Construction, Inc for the VCS District Offices Tenant Improvements in the Guaranteed Maximum Price Amount of $2,357,316.31.
SUMMARY STATEMENT:
The “VCS District Office and Tenant Improvements” project involves the renovation of approximately 5,000 square feet within Hermon Hutchens Elementary School to accommodate the relocation of Valdez City Schools (VCS) administrative offices. The work is designed to create a dedicated office area for VCS and to reconfigure a portion of the existing school administrative space to better support students and staff. Project scope includes but is not limited to; selective demolition of existing construction, including limited demolition of exterior walls, and Hazmat remediation. New construction will consist of interior partitions, exterior and interior windows & doors, new flooring and ceiling finishes, new paint, limited site civil, mechanical and electrical upgrades to support the newly renovated spaces.
The project will convert the area of the East racquetball court into the new district office. The teacher’s lounge and IT office will be relocated to accommodate a new HHES front office. The current front office will be converted to accommodate the additional district staff and teacher work areas.
The design was coordinated by the City Project Manager with Valdez City Schools Superintendent, Facilities Director, and other District staff with the design team of Bettisworth North Architects and Orion Construction.
On May 9, 2025, the City of Valdez solicited a Request for Proposals Package to Qualified Firms interested in providing CM-GC Services for the VCS District Offices Tenant Improvements Project. Five proposals were received and reviewed by the Valdez Selection Committee for this project. The top three proposers were interviewed with Orion Construction, Inc being selected as the finalist for award based on their qualifications, previous experience with school projects, performance on CM-GC service contracts, and their proposed Pre-Construction Services Fee which deemed Orion Construction, Inc to be the best overall value to the City of Valdez for this project.
The GMP (Guaranteed Maximum Price) total requested within this contract approval includes all work for Additive Alternates 1-5, and a 3% “Owner’s Contingency” for any unforeseen conditions during the project. Any unused “Owner’s Contingency” funds will be returned to the City at closeout of this project.
