RECOMMENDATION:
Approve recommendation to the Valdez City Council to name rates and fees for use of facilities in the Valdez Harbors and repeal Resolution No. 24-51 naming such rates and fees.
SUMMARY STATEMENT:
Harbor staff is recommending the proposed changes to Resolution No. 24-51 for approval from the Ports and Harbor Commission for naming rates and fees for the Valdez Harbors. The following items outline the proposed changes for reference of the total estimated additional revenue ($138,983):
• Section I, Moorage Fees
o Charging moorage for commercial seine skiffs when not stored on deck of boat (estimated additional revenue is $5,000-$7,000)
o Increase of annual moorage on A-K and R-W Floats, annually, based off the Anchorage CPI plus 1% starting in 2028 (estimated additional revenue is $11,427)
o Increase of Tour Dock annual moorage, annually, based off the Anchorage CPI plus 1% starting in 2027 (estimated additional revenue is $800)
o Increasing monthly and daily moorage for all docks for 2026. These fees will also increase annually based off the Anchorage CPI plus 1%
§ Monthly prepaid from $10.00/ft. to $13.84/ft., billed from $15.00/ft. to $15.92/ft. (estimated additional revenue is $47,816 and $519, respectively)
§ Daily prepaid from $0.80/ft. to $1.15/ft., billed from $1.20/ft. to $1.33/ft. (estimated additional revenue is $34,614 and $870, respectively)
• Section II, Upland Storage and Parking
o Parking fees (passes) for any vehicle hooked to a trailer, $10/day, $50/week and $150/mo. (estimated additional revenue is $6,400)
o Upland overnight camping of recreational vehicles from October 15 to April 15 will be $40 per night, electricity not included (estimated additional revenue is $240)
o Increasing winter storage rates from $2/ft. to $3/ft. (estimated additional revenue is $800)
• Section III, Boat Lift
o Increase of lift fees, vessels up to 40’ shall be charged $350 and vessels 41’ and longer shall be charged $450 (estimated additional revenue is $1,167 and $8,000 respectively)
• Section IV, Grid, Crane and Fish Pump Fees
o Charging for initial crane/fish pump cards - $50 (estimated additional revenue is $250)
• Section V, Labor and Services
o Adjusting equipment use rates from $60 to $100 (estimated additional revenue is $520)
o Addition of labor fee for HAZWOPER trained staff of $150 per employee (estimated additional revenue is $1,500)
o Addition of fee for pumps loaned or left on vessels - $50/day (estimated additional revenue is $250)
o Addition of fee for bilge pump-out services (May 15 to October 15, by appt. only) - $25 + labor (estimated additional revenue is $510)
o Addition of fee for use of upland dump station opposite the Harbormaster office (October 15 to April 15, by appt. only) - $10 + labor (estimated additional revenue is $120)
• Section VI, Wait List and Move List
o Addition of fee for move list requests - $25 per request (estimated additional revenue is $275)
• Section VII, Electrical Service in the Harbor
o Addition of “service fee reimbursement” for electric amperage overloads and GFCI trips - applicable labor rate, if found to be a boat issue (estimated additional revenue is $400)
• Section VIII, Launch Ramp
o Increase of launch ramp fees for motorized vessels: daily from $10 to $15 and season from $75 to $100 (estimated additional revenue is $5,580 and $2,230 respectively)
• Section IX, Miscellaneous Harbor Fees/Fines
o Adjustment of fee for unauthorized commercial work within the Harbors - 2nd incident from $400 to $350 and 3rd incident from $800 to $500
o Adjustment of fee for release of fireworks on Harbor property - decreased from $1,000 to $500
o Failure to provide current copy of insurance, moorage contract or registration/documentation - $5/day per document (estimated additional revenue is $6,820+)
o Denied moorage or storage - $300/day
o Fueling a vessel not located at a designated fuel dock - $0.04/gallon
o Disposal of vessel fee - Cost +25% (estimated additional revenue is $1,875)
o Returned check fee - $35
• Section XI, Maintenance and Washdown Pads
o Addition of separate fee for maintenance pad use by impounded vessels - double the applicable rate
o Addition of doubled fees for vessels on maintenance pads in excess of 30 days
o Addition of pressure washer rental fee - $50/hr. (estimated additional revenue is $1,000)
