RECOMMENDATION:

Approve the Change Order with Harris Sand & Gravel for 10 Mile Dike Maintenance in the Amount of $425,000.

 

SUMMARY STATEMENT:

Change Order Description: Due to the amount of erosion that occurred along the dike system, the amount of salvageable Class 3 rock has been lower than anticipated. The project anticipated being able to reuse 60% of the class 3 rip rap when in actuality only 43% has been able to be reused. In order to complete the armoring of the three groins, additional Class 1 & 3 rock is needed beyond the contract quantities.

The Flood Task Force was presented with the conceptual information and has no objection to this change order and the necessity. Adding the extra rock to the contract quantity will ensure the three dikes being worked on will all have the same section profile with adequate toe and 3:1 riverside slope with class 1 filter rock and class 3 armor rock. Groins 1,2,&4 will all be uniform and up to project specifications.

The Task Force discussed options of other designs that might mitigate some costs but the benefit of a uniform profile and design consistency exceeded the marginal savings of the proposed alternatives that had potential unknowns.

Rough figures discussed with the Task Force estimated a cost change of $400k. Additional Class 1 rock will be required and that was not accounted for in the initial discussion and additional monies will be needed to cover that cost as well. This proposed change order will need to be $425,000.

Rock is yet to be removed from Groin 1 and potential exists for further rock to be needed based on how much existing can actually be reused. We believe this change order will cover most of that risk.

Construction Schedule: This Change Order will not delay the substantial completion date of December 15, 2021.

Other Project Notes: This project has currently completed the majority of the work on groin #2 and started placing rock on groin #4. Work on groin #1 will fully commence after the fish window closes on November 1, 2021.

Budget: The original budget for this work was approximately 4.8MM and we will still be below the project budget with this change. The new contract total will be 12% above the original contract value. This is a unit price contract and any unspent funds from this change order or other line item underruns will remain on the contract and are not paid to the contractor.
