SUMMARY STATEMENT:

Summary:

•                     The City currently does not impose a 911 surcharge for wireline and wireless telephone service.

•                     Prior to 2017, the City received less than $20,000 annually from the 911 surcharge, which was set at $.75 per month for wirelines only (and had not been adjusted since 2005).  In July, 2017 City Council elected to remove the 911 surcharge altogether.

•                     Since then the General Fund has fully funded 911 services.

•                     Annual cost for status-quo service infrastructure, excluding personnel, are $42,150.  The imbalance is funded with general revenues.

o                     Motorola/Spillman CAD/HipLink/Spillman                     $35,000

o                     Response Group - Emergency Command                     $  2,900

o                     WesTek/Stancil - 911 recording software                     $  2,000

o                     Rocket Software - Blue Zone Emulator                                          $     400

o                     Pacific Applied Tech - APSIN TCP connection                     $  1,850

•                     Upcoming replacement costs, due to lifecycle include:

o                     Computers/Switches                     $  40,000                     (2027)

o                     Dispatch Consoles                                          $750,000                     (2028)

o                     911 phone system                                          $200,00                     (2030)

•                     City Administration is proposing a $2.00 per month surcharge for all wireline and wireless accounts.  Surcharge revenues, estimated at $122,000, would be isolated in a dedicated reserve account.
