RECOMMENDATION:
Staff recommends that the Ports & Harbors Commission review, amend as appropriate, and approve a formal recommendation to the Valdez City Council identifying the following Ports, Harbors, and Airport projects for consideration in the City’s five-year Capital Improvement Program
SUMMARY STATEMENT:
Following the Waterfront Master Plan review and project-prioritization presentation, the Ports & Harbors Commission will consider formal action on a recommended list of Ports, Harbors, and Airport capital projects for inclusion in the City of Valdez five-year Capital Improvement Program.
Staff recommends the following projects, in priority order, for the Commission’s consideration:
1. Valdez Container Terminal Infrastructure Rehabilitation - waterline/fire-protection replacement, paving the final two container-yard rows, stormwater improvements, and stevedore building repairs.
2. Kelsey Dock / Long-Term Passenger Facility - permanent mooring improvements and future passenger/cruise infrastructure, including potential ferry-terminal integration.
3. Small Boat Harbor Launch Ramp and Associated Dredging - approximately 65% designed, previously removed from the H-K Float Replacement project because of funding limitations, with the existing ramp nearing failure.
4. Harbormaster / Port Office Replacement or Relocation - addressing operational, public-service, accessibility, and span-of-control needs.
5. Airport Exterior Envelope Improvements - terminal window replacement, stucco repair, and exterior painting.
This list is presented as a staff recommendation to support Commission deliberation. The Commission may discuss, amend, reprioritize, add, or remove projects before adopting a formal recommendation to the Valdez City Council for consideration in the five-year Capital Improvement Program.
