RECOMMENDATION:
Staff recommends that the Commission receive the update, discuss the developing 2026 Prince William Sound pink salmon disaster, and provide direction to staff regarding further information, outreach, advocacy, and any future recommendations the Commission would like brought back for formal consideration.
No formal disaster determination is being made by the Commission through this agenda item. Staff will continue monitoring the situation and will return with additional information or specific recommendations as State and federal processes and final economic data develop.

Update and Commission Discussion
Background
The 2026 Prince William Sound pink salmon season experienced an exceptionally poor return, creating significant concerns for commercial fishermen, seafood processors, logistics companies, seasonal employees, and communities throughout Prince William Sound.
By the third week of July, commercial fishing activity had largely stopped and processors were shutting down operations. As of the City's initial August assessment, no pink salmon containers had been exported through the Port of Valdez during the 2026 season. Previous poor or disaster-level seasons still generated approximately 500 containers through the Port.
The full economic impact is not yet known. Staff considers this a pending fisheries and economic disaster issue that warrants Commission awareness and continued City involvement as State and federal agencies evaluate potential disaster declarations and assistance.

Staff began tracking the issue as an active legislative priority and initiated outreach to:

• U.S. Representative Nick Begich
• Alaska Senator George Rauscher
• Alaska Representative Garrett Nelson
• Governor's Office and Alaska Department of Fish and Game
The purpose of the outreach is to ensure Valdez is included in State and federal discussions, encourage assessment of the economic impacts, identify potential disaster-assistance programs, and document impacts to fishermen, processors, businesses, and municipal waterfront operations.
Current Status
The City does not yet have sufficient final data to quantify the total economic loss.
Staff will continue monitoring harvest and processor information, commercial fishing impacts, Port and Harbor revenues, employment impacts, and State and federal disaster-relief activity.
Staff is also separately evaluating potential commercial moorage relief and other waterfront impacts. Any specific financial-relief proposal requiring Commission or City Council action will return as a separate agenda item with defined eligibility and fiscal impact.
Commission Discussion
Staff recommends that the Commission discuss:
1. The known impacts of the 2026 pink salmon failure on Valdez and the waterfront economy.
2. State and federal outreach already initiated by the City.
3. Whether additional economic-impact information should be developed as final data becomes available.
4. Whether future recommendations regarding commercial moorage, Port or Harbor fees, or other targeted relief should be brought back for consideration.

The overall fiscal impact to the City and local economy is not yet known. Potential impacts include reduced Port and Harbor revenues and possible future consideration of targeted relief measures.
