SUMMARY STATEMENT:

Issue Statement:

This update provides the Economic Diversification Commission (EDC) with a review of the childcare-related tasks assigned by City Council, progress made to date, and the Commission’s priorities for the coming year.

Background & Completed Tasks:

City Council tasked the EDC with identifying and advancing solutions to address the childcare crisis in Valdez. Over the past year, the Commission has made significant progress, including:

1.                     Stakeholder Engagement & Research:

o                     Blue Shibler hosted a stakeholder meet-and-greet with City Council, former Child Care Crisis Task Force members, and key community partners.

o                     The EDC partnered with Rain Coast Data to assess the economic impact of the childcare shortage and explore potential solutions.

2.                     Assessment of Local Needs & Resources:

o                     Compiled data on local childcare capacity, workforce challenges, and operational barriers.

o                     Evaluated models used by other communities to determine best practices for Valdez.

3.                     Funding & Policy Recommendations:

o                     Explored potential funding mechanisms, including grants and public-private partnerships.

o                     Developed preliminary recommendations for City-supported incentives to attract and retain childcare providers.

Upcoming Priorities for 2025:

Moving forward, the Commission will focus on:

1.                     Developing a Childcare Business Model:

o                     Identifying sustainable financial structures to support expanded childcare services.

o                     Exploring facility options, operational partnerships, and employer-based childcare support.

2.                     Securing Funding & Partnerships:

o                     Pursuing grant opportunities and alternative funding sources.

o                     Strengthening collaboration with state agencies, local businesses, and childcare providers.

3.                     Policy & Legislative Advocacy:

o                     Review potential policy changes or incentives that could increase childcare availability.

o                     Work with City Council and state representatives to advocate for broader childcare solutions.
