ITEM TITLE: 

Approval of Contract Award to Orion Construction Inc. for the Fire Station 1 Hazmat Remediation and Ventilation Upgrades Project in the Amount of $271,500.00

RECOMMENDATION:

Approve the Construction Contract with Orion Construction Inc. in the Amount of $271,500.00 for the Fire Station 1 Hazmat Remediation and Ventilation Upgrades Project.

 

SUMMARY STATEMENT:

Project Description: The project scope consists of:

Remediation of known and suspected mold contamination in wall and ceiling assemblies in decontamination room and adjoining spaces.

Remediation of known and suspected materials containing asbestos in areas of work.

Demolition of affected finishes and assemblies as required.

Patch/repair/replace assemblies and finishes, as required, in areas of remediation and other work.

Replace existing HRV in decontamination room.

Provide and install new HRV to serve residential dormitory.

Implement recommendations to improve ventilation from existing AHU-1.

Implement recommendations to improve monitoring and evacuation of vehicle exhaust in apparatus bays 1, 2, and 3.

Additive Alternate #1 - Provide and install a Vehicle Exhaust Capture system in apparatus bays 4 and 5.

 

See attached drawings and specifications for further scope of work.

 

The exhaust capture system is designed to be relocated to other facilities, if needed, once the new station is complete.

 

This project timeline was moved up to level department resources over the summer construction season.

 

Construction Schedule: Project to begin tentatively in mid-February 2020. Actual start date will be determined by the lead time of materials needed for this project. All work shall be completed in accordance with the contract documents within 60 calendar days of the date of the written Notice to Proceed.

Liquidated Damages: Liquidated damages will be assessed in the sum of five hundred dollars ($500.00) for each calendar day after the completion date during which the project remains incomplete.

Bidding: Length of bid period was 28 days. 3 bids were received. All contractors were required to attend a mandatory pre-bid meeting to bid this project.

Engineer’s Estimate: Between $250,000.00 and $300,000.00
