RECOMMENDATION:
Approve preliminary plat for Duck Tail Subdivision, a replat of Tract D Duck Marsh Subdivision, Plat 2001-11, creating Tracts D1, D2, and D3 Duck Tail Subdivision.
SUMMARY STATEMENT:
The City of Valdez has requested a replat within Section 32, Township 8 South, Range 6 West Copper River Meridian, Valdez Recording District, Alaska.
The City of Valdez is the property owner of the land on which the replat is to take place.
Allen Minish, of Wrangell Mountain Technicial Services, is the land surveyor on this project.
The proposed platting action is considered a minor subdivision. A minor subdivision is defined by the Valdez Municipal Code (VMC) 16.04.020 as: any subdivision containing not more than four lots fronting on an existing street, such as this.
The purpose of this subdivision is to clean up the property situation in the animal shelter area. It will create a lot for the food bank, a lot for the animal shelter, and a lot for the new lift station. This is also required by the DOTPF so that another driveway can be built to access the new lift station.
Tract D1, Duck Tail Subdivision will have the existing sewer lift station building on it. Tract D2 will have the existing Animal Shelter on it, and Tract D3 will have the existing Valdez Emergency Assistance and Food Bank.
Floodplain Considerations:
A small portion of the NE corner and the SE corner of the property are in the Special Flood Hazard Area. This will need to be noted on the final plat. This property is entirely within the tsunami inundation area. This is also required to be noted on the final plat.

B. Contents. The plats shall show all existing and established monuments and courses and distances necessary to restake any portion of the plat. The allowable error of closure shall not exceed one foot in fifteen thousand feet (1:15,000) and shall conform, in addition to the following, to the standards established by the American Land Title Association current standards for Class A surveys and the Alaska Society of Professional Land Surveyors Standards of Practice as amended.
The final plat shall show the following:
18. If the property lies within Flood Zone A the area shall be delineated and a note shall be included on the plat, stating that “The property within Flood Zone A as identified by the Federal Emergency Management Agency shall be required to comply with Federal Regulations”;
Off-street Parking Requirements:
Valdez Municipal Code does not require minimum off-street parking for the established uses on the lot. The proposed subdivision will reduce the amount of available on-site parking at the Animal Shelter on proposed Tract D2, but utilizing shared parking on the adjacent Tract D3 will not reduce the existing total area available for off street parking.
Minimum Lot Dimensions:
The minimum lot width in the general commercial district is 50 feet per Valdez Municipal Code 17.06.060. There are no minimum lot area requirements in the general commercial district. The proposed subdivision meets the minimum lot width requirements.
Notification:
Notice was sent to all property owners within 300 feet of the property, per Section 16.04.090 of the Valdez Municipal Code, on September 12th, 2024. Notice was sent to the utilities on September 16th, 2024.
Staff will continue to work with the surveyor and landowner to ensure all final plat requirements are met before bringing the final version of this plat to the commission for approval.
