SUMMARY STATEMENT:

This apparatus is a 2021 Rescue Unit manufactured by Pierce Manufacturing, Inc. of Appleton, Wisconsin, a subsidiary of Oshkosh Corporation and is a 2021 Major Equipment budgeted item. The Rescue Unit will be delivered to Hughes Fire Equipment’s dealership in Springfield Oregon for installation of accessories and a final inspection before being transported to Valdez. Cost for the delivery of the apparatus to Valdez, as well as two inspection trips (including in-State travel @ $5,000.00) by City personnel to the factory is included in this price. The inspections include a pre-build meeting with Pierce engineers, and a final inspection.

The City of Valdez will receive a savings of $14,030.00 by taking advantage of pre-payments during the build process. This has been the practice for the last five purchases of fire apparatus.

The purchase of this Fire Rescue Unit will give the City of Valdez a modern fleet of front line Apparatus, six of seven frontline apparatus are built by Pierce Manufacturing, this allows for ease of operation and maintenance of the fire department fleet.

The purchase price of this Rescue Unit is based on the unit being purchased through HGAC contract FS12-19.  The HGAC is the most common method used for purchasing fire apparatus, in fact there were over 500 fire trucks purchased via this consortium last year. This is a consortium that goes out to bid for a variety of equipment and it is handled similar to an inter-local agreement.  As a unit of local government, HGACBuy strives to make the governmental procurement process more efficient by establishing competitively priced contracts for goods and services, and providing the customer service necessary to help its members achieve their procurement goals. All contracts have been awarded by virtue of a public competitive procurement process compliant with state statutes and City of Valdez Procurement Code.

The new Rescue replaces a 2005 Northstar Squad with 13,268 miles on it.  Once the new Rescue is placed into service the old squad vehicle will be sold as surplus. This new Rescue Truck will be assigned a 20 year life expectancy.
